وعندما عُرضت الدراسة على مجلس الإدارة الحالي للصندوق، حُدّد عدد من النقائص منها إمكانية إغفال آلاف الأفراد من نطاق الدراسة، وعدم دقة تقديرات مجموع المبالغ المستحقة الدفع، وضعف الحجج القانونية لدعم تقديم عريضة كاملة إلى السلطة التنفيذية.

When the study was submitted to the Fund’s current board of directors, a number of shortcomings were identified, including the possible omission of thousands of individuals from the study, inaccuracies in the estimates for the total amounts to be paid out, and legal arguments that were too weak to support a full petition to the Executive.
