Preventive care began to be given in 1997 to the population in areas where there was a high prevalence of iodine deficiency. In 1993, the law on salt iodization was reviewed, updated, and ratified; a cooperation agreement was signed by the Government, the salt industry, and external cooperation agencies (World Bank, PAHO/INCAP, and UNICEF), and iodized salt was gradually put on the market.
