The accountability of the police in the legal as well as political and economic realm contribute to maintaining order and security in a society; as stated by the Center for Human Rights (1997) of the High Commissioner for Human Rights, adding that if a State permits these rights to be violated it will be fostering rebellion and the deterioration of coexistence, as stated in the Preamble to the Universal Declaration of Human Rights: “Whereas it is essential, if man is not to be compelled to have recourse, as a last resort, to rebellion against tyranny and oppression, that human rights should be protected by the rule of law” (United Nations, 1948).

La responsabilidad policial, tanto en lo legal como en lo político y lo económico, contribuye al mantenimiento del orden público y la seguridad en una sociedad; así lo expresa el Centro de Derechos Humanos (1997) del Alto Comisionado para los Derechos Humanos, añadiendo que, si un Estado permite la violación a dichos derechos, está propiciando la rebelión y el deterioro de la convivencia, tal como lo expresa la Declaración Universal de los Derechos Humanos en su preámbulo: “Considerando esencial que los derechos humanos sean protegidos por un régimen de Derecho, a fin de que el hombre no se vea compelido al supremo recurso de la rebelión contra la tiranía y la opresión (Organización de las Naciones Unidas, 1948).
