وفي 20 نيسان/أبريل، وفي محاولة لكبح موجة التوتر والعنف التي كانت آخذة في التفاقم ولا سيما في العاصمة، أعلن الكونغرس الوطني أن الرئيس لوسيو غوتيريس قد تنحى عن منصبه وأن نائب الرئيس، ألفريدو بالاسيو، سيتولى الرئاسة، وفقا لأحكام الدستور المتعلق بالخلافة الرئاسية.

On 20 April, in an attempt to curb the wave of tension and violence, which was becoming particularly intense in the capital, the National Congress declared that President Lucio Gutiérrez had left office and that, in accordance with the constitution’s provisions on presidential succession, Vice-President Alfredo Palacio would assume the presidency.

El 20 de abril, como medida destinada a detener la ola de tensión y violencia que arreciaba especialmente en la capital, el Congreso Nacional declaró el abandono del cargo del Presidente Lucio Gutiérrez y puso en práctica el mecanismo de sucesión constitucional a favor del entonces Vicepresidente y hoy Presidente, Alfredo Palacio.
