وأي مسعى لجعل المحكمتين مجرد هيئتين لا يعدو إنشاؤهما على كونه تطبيقاً لما ورد في نظامَيهما الأساسيين من أحكام، ونكران واقع أن لهما سلطات متأصلة فيهما من شأنه أن ينال من مشروعية النظام ككل ومصداقيته على السواء.
