The Council of Europe rapporteur Cézar Bîrzea, who visited Slovenia in November 1995, wrote in his report, that "the Slovene educational system in the ethnically mixed area is unique. This system not only facilitates the implementation of special minority rights in compliance with international standards, but also the manner of guaranteeing these rights.
