According to Decree-Law No # a terrorist act is an action carried out by one or more persons for the purpose of provoking, creating or maintaining a state of anxiety, alarm or fear in the population or a sector thereof, with a view to changing the power structure by installing a form of totalitarian government. Such acts are considered to be multiple offences because, through a single action, they injure or harm several legal rights protected and regulated by the Constitution and by the criminal laws in force

No # un acto terrorista constituye la conducta ejecutada por una o varias personas con el propósito de provocar, crear o mantener un estado de zozobra, alarma o temor en la población o un sector de ella, con la finalidad de cambiar la estructura del poder, instaurando una forma de gobierno totalitario, actos considerados pluriofensivos porque lesionan o dañan en una sola acción varios bienes jurídicos protegidos o tutelados por la Carta Magna y las leyes penales vigentes
