يُقترح أن تُنقل من مكتب الممثل الخاص للأمين العام وظيفتا رئيسي مكتبي المناطق، واحدة في أربيل والثانية في البصرة، ووظيفة موظف السلوك والانضباط (ف-5) اللتين سيواصل شاغلاهما الاضطلاع بمهامهما الحسابية وإنشاء 18 وظيفة لموظف اتصال (موظف فني وطني) سيعمل شاغلوها في المحافظات المحددة وسيقيمون اتصالات مع السلطات المعنية وسيكونون مسؤولين عن مواكبة جميع التطورات والبرامج والمشاريع والأنشطة ذات الصلة بولاية البعثة في المجالات السياسية والدستورية والانتخابية والمتصلة بحقوق الإنسان والمساعدة الإنسانية وإعادة الإعمار والتنمية وعن إبلاغ رئيس الديوان بشكل منتظم عن التطورات الرئيسية.

It is proposed to redeploy from the Office of the Special Representative of the Secretary-General the positions of heads of area offices, one each in Erbil and Basra (P-5), and the Conduct and Discipline Officer position (P-5), the incumbents of which will continue to perform their existing functions, and to establish 18 Liaison Officer (National Officer) positions, the incumbents of which will be deployed to the assigned governorates, engage with relevant authorities and be responsible for staying abreast of all relevant developments, programmes, projects and activities pertinent to the UNAMI mandate in the political, constitutional, electoral, human rights, humanitarian assistance, reconstruction and development areas and for regular reporting on key developments to the Chief of Staff.

Se propone la redistribución de puestos de jefes de oficinas de zona de la Oficina del Representante Especial del Secretario General, uno en Erbil y otro en Basora (P-5) y del puesto de Oficial de Conducta y Disciplina (P-5), cuyos titulares seguirán desempeñando sus funciones actuales y la creación de 18 puestos de Oficial de Enlace (oficial nacional), cuyos titulares serán destinados a las gobernaciones asignadas, entablarán relaciones con las autoridades competentes y se encargarán de estar al tanto de todos los acontecimientos, programas, proyectos y actividades de interés para el mandato de la UNAMI en las esferas política, constitucional, electoral, de derechos humanos, de asistencia humanitaria, reconstrucción y desarrollo y de la presentación de informes periódicos sobre los principales acontecimientos al Jefe de Gabinete.

Предлагается передать из Канцелярии Специального представителя Генерального секретаря должности начальников районных отделений, одного — в Эрбиле и одного — в Басре (С‐5), и должность сотрудника по вопросам поведения и дисциплины (С‐5), которые будут продолжать выполнять свои нынешние функции, и создать 18 должностей сотрудников по связи (национальные сотрудники-специалисты), которые будут размещены в выбранных мухафазах, будут поддерживать контакты с соответствующими властями и отвечать за ежедневный учет всех соответствующих событий, программ, проектов и мероприятий, имеющих отношение к мандату МООНСИ в политической и конституционной областях и в области проведения выборов, прав человека, гуманитарной помощи, восстановления и развития, и за представление руководителю аппарата регулярных отчетов об основных событиях.
