This resolution is based on a joint proposal made by Algeria, Indonesia and Morocco, entitled "Bringing an end to the tension and violence in the Middle East, protecting civilians in accordance with the Fourth Geneva Convention, and action to save the peace process in accordance with the relevant United Nations Resolutions" that was added on the Conference's agenda as an emergency supplementary item.

Cette résolution est basée sur une proposition conjointe faite par l'Algérie, l'Indonésie et le Maroc intitulée "mettre fin aux tensions et à la violence au Moyen-Orient, protéger les civils, conformément à la Quatrième Convention de Genève, et sauver le processus de paix sur la base de résolutions pertinentes des Nations Unies" et qui a été inscrite à l'ordre du jour de la Conférence en tant que point supplémentaire d'urgence.
