تجميد الأرصدة المالية بالخارج مما أدى إلى فقدان التسهيلات المصرفية المتعارف عليها دوليا وكذلك تأخير المعامــلات الماليـــة والاعتمادات (خطابـــات الاعتماد L/C) بسبب تأخر تعزيز الاعتمادات وتسييلها عند الاطلاع مما نتج عنه ارتفاع مصاريف الاعتمادات إلى ضعف معدلاتها المعتادة وتأخر وصول المستندات المالية في أوقاتها المحددة.
