Alun Cairns : Does the First Minister accept that communities in Wales would much prefer to have dynamic , thriving and prosperous economies and not need state aid ? Bearing in mind that unemployment is rising , that manufacturing has fallen deeper into recession and that the latest Dunn and Bradstreet report places Wales at the top of the business bankruptcy league table , does he accept that his transformation of the economy is an abject failure ?
