Američtí stoupenci průmyslové politiky – kterým se často říkalo „Atari demokrati“ podle dávno zastíněného výrobce prvních počítačových her – tehdy v souvislosti s Japonskem ani neznali fakta. V Japonsku sice v té době existoval projekt vývoje počítače „páté generace“ a projekt televize s vysokým rozlišením, avšak drtivá většina japonských dotací neputovala do nových technologií, nýbrž do starých sektorů s vysokou nezaměstnaností, jako jsou zemědělství, hornictví a těžká průmyslová výroba.

Amerikas Befürworter einer Industriepolitik – häufig nach dem lange in den Hintergrund gedrängten Hersteller früher Computerspiele „Atari-Demokraten“ genannt – schafften es damals nicht einmal, sich richtig über die Faktenlage in Japan zu informieren. Zwar gab es ein Computerprojekt der „fünften Generation“ und eines zu HDTV, doch der bei weitem größte Teil der japanischen Subventionen ging nicht in neue Technologien, sondern in traditionelle, beschäftigungsintensive Branchen wie Landwirtschaft, Bergbau und Schwerindustrie.

While there was a “fifth generation” computer project and one on HDTV, the vast bulk of Japanese subsidies went not to new technologies, but to old-line, high-employment industries like agriculture, mining, and heavy manufacturing.

Por ese entonces, los defensores de la política industrial de Estados Unidos -muchas veces llamados "demócratas Atari", por el fabricante de los primeros juegos de computación eclipsado hace ya tiempo- ni siquiera entendían la situación de Japón. Si bien había un proyecto informático de "quinta generación" y uno sobre HDTV (televisión de alta definición), el grueso de los subsidios japoneses no estuvo destinado a nuevas tecnologías, sino a industrias anticuadas y de alto empleo, como la agricultura, la minería y la industria pesada.

A l’époque, les « pro » politique industrielle américains, souvent appelés les « démocrates Atari » d’après feu le fabriquant des premiers jeux informatiques, n’avaient pas une vision véritablement complète ni correcte de la situation japonaise. Il y avait bien une « cinquième génération » de projets informatiques, dont l’un sur TVHD, mais la plupart des subventions japonaises ne bénéficiaient pas aux nouvelles technologies mais aux industries anciennes, plus porteuses en termes d’emplois, telles que l’agriculture, l’industrie minière et l’industrie lourde.
