وأفاد الأمين العام بأن تلك السياسة بلورت صيغة جديدة لنظام حيازة الأراضي من أجل تمكين جميع الليبريين من الحصول على الأراضي على قدم المساواة وكفالة الحق في الأرض وفي الملكية، وبأنها تتضمن جميع أشكال ملكية الأراضي بغية تمكين المجتمعات المحلية من التمتع بمنافع الموارد الطبيعية(106).
