وقد اتخذت خطوات عملية لتنفيذ مفهوم المسؤولية الجنائية الدولية عن بعض الجرائم بمقتضى القانون الدولي، وطبقت مبادئ المسؤولية الدولية القائمة حاليا، تحت إشراف مجلس الأمن، على بعض الانتهاكات الجسيمة، ولا سيما الحالة الناجمة عن غزو العراق للكويت في 1990.

Active steps have been taken to implement the notion of international criminal responsibility for certain crimes under international law, and existing principles of international responsibility have been applied, under the auspices of the Security Council, to certain grave breaches, most notably the situation resulting from Iraq’s invasion of Kuwait in 1990.

Sí se han adoptado medidas activas para aplicar la idea de “responsabilidad criminal internacional” en el caso de determinados crímenes previstos en el derecho internacional y, bajo los auspicios del Consejo de Seguridad, se han aplicado algunos principios de responsabilidad internacional vigentes a algunas infracciones graves, entre las que destaca la invasión de Kuwait por el Iraq en 1990.
