وحين أُعدَّت النُهُج الإقليمية، ومنها القانون النموذجي لرابطة الكومنولث بشأن الحواسيب والجرائم المتعلقة بها، والاتفاقية المتعلقة بجرائم الفضاء الحاسوبي، فإنّ "هجمات بوتنت" الواسعة النطاق، وعمليات "التصيد الاحتيالي" والاستخدام الإرهابي للإنترنت كانت إمَّا غير معروفة وإمَّا أنّ دورها لم يكن ذا أهمية كدورها اليوم.
