وتعرّف اتفاقية منظمة الوحدة الأفريقية بشأن درء الإرهاب والقضاء عليه، المعتمدة في الجزائر في # تموز/يوليه # ، في مادتها الأولى العمل الإرهابي بأنـه أي عمل أو تهديد بعمل يعرض للخطر حياة أي شخص أو مجموعة أشخاص أو سلامته البدنية أو يرتكب بقصد التخويف أو إشاعة حالة ذعر؛ مما يجبر أو يضغط أو يفضي إلى أن تتخذ حكومات أو وكالات أو مؤسسات أو سكان أو جماعات من السكان أي مبادرة أو إلى أن تمتنع عن اتخاذ مبادرة أو التخلي عن اعتماد أو إلغاء سياسة معينة أو إقرار أو شجب أي موقف معين أو اتباع مبادئ معينة، أو يقصد به الإخلاء بالأداء الطبيعي للخدمات العامة وتقديم الخدمات الضرورية للسكان، أو إيجاد حالة أزمة بين السكان؛ أو يقصد به إثارة عصيان عام داخل أي دولة طرف

The Organization of African Unity Convention on the Prevention and Combating of Terrorism, adopted in Algeria on # uly # defines in its first article a terrorist act as any act or threat of act that can endanger life, physical integrity, the freedom of a person or of a group of persons, and is committed with the intention of intimidating, provoking a situation of terror; forcing, pressuring or leading Governments, agencies, institutions, populations or groups of populations to undertake any initiative, or to abstain from adopting or giving up a given policy, or to adopt or renounce any particular position, or to follow certain principles; or is intended to disturb the normal functioning of public services, the provision of essential services to populations and to create a crisis situation among populations; or is intended to create a general insurrection within a given State party
