The Special Rapporteurs have made a series of visits to Japan every year since 2005, and presented reports, based partly on the results of these visits, to the UN Commission on Human Rights (since 2006 the UN Human Rights Council) and the Third Committee of the UN General Assembly. The 2011 report concludes that North Korean authorities should comprehensively address the unresolved cases of abduction, including accountability for the agents responsible for such abductions. (B) In addition to the resolution adopted by the UN Human Rights Council, a resolution on the human rights situation in North Korea was also adopted by the plenary session of the UN General Assembly for the first time in December 2006.

더욱이, 이 결의에 근거해 임명돼 임기 연장이 실시되고 있는 유엔 북한 인권상황 특별보고관(조사위원회 활동기간 중에는 조사위원도 겸무)은 2005년 이후 누차에 걸쳐 일본을 방문하고 있으며 그 결과도 함께 매년 유엔 인권이사회(2005년까지는 유엔 인권위원회) 및 유엔총회 제3위원회에 보고하고 있다. 전 인도네시아 검찰 총장인 마르즈키 다르스만 씨가 유엔 북한 인권상황 특별보고관을 맡았으며 8월 1일 이후 신임 특별보고관으로 아르헨티나 출신으로 미얀마 인권상황 특별보고관을 역임한 토마스 오헤아 퀸타나 씨가 부임하고 있다.
