ورغم أن عملية التسجيل اليدوي للناخبين مقرر لها أن تبدأ في 3 تموز/يوليه 2008، لم يبرم برنامج الأمم المتحدة الإنمائي مذكرة تفاهم مع المعهد الوطني للإحصائيات والتعداد السكاني إلا في 23 حزيران/يونيه للبدء بتوظيف وتدريب المسؤولين الانتخابيين وشراء المواد والمعدات.
