It can be retracted from holders who fail to conform to the regulations in force or who cease to provide the necessary guarantees' [8]. A 1931 circular [9] which reiterates the use of the exclusion procedure sheds light on the content to be attributed to these 'necessary guarantees'. Such measures, we are told, had until then been intended to evince foreigners who were 'undesirable' because of their 'lack of morality' or because they did not provide sufficient guarantees 'in national terms', which probably meant that their political or union activism was not to the administration's liking.
