وتود نيجيريا أن تكرر الإعراب عن موقفها، استنادا إلى تاريخ انتشار الأسلحة النووية، بأن الدول النووية بفشلها في الحد من انتشارها النووي الرأسي والتقدم الفني في ترساناتها النووية أو وقف ذلك العمل، شجعت عن دون قصد على الانتشار النووي أفقيا في دول أخرى.

Nigeria reiterates its position that, judging from the history of the proliferation of nuclear weapons, by failing to curb or stop their own vertical proliferation and the technical sophistication of their nuclear arsenals the nuclear Powers have inadvertently encouraged other States to proliferate horizontally.
