As adverted to in paragraph 190, the Ministry of Justice in collaboration with stakeholders like UNICEF and the Legal Assistance Centre have committed themselves to the development of the child justice system in Namibia, in 1994 a Children’s Act Workshop first highlighted the absence of an appropriate child justice system in Namibia.
