본 발명의 과제는 수난용성 물질을 안정화제가 포함된 중공형 실리카 캡슐과 고분자 블랜드로 이루어진 하이드로겔 및 적절한 소수성을 갖는 고분자를 이용하여 삼중층 구조를 갖는 캡슐과 이의 제조방법을 제공하는 것이다. 본 발명의 주요 구성은 수난용성 물질, 안정화제, 중공형 실리카로 이루어진 단일층 캡슐; 상기 단일층 캡슐외곽을 하이드로겔 고분자 블랜드로 감싸고 있는 형태의 이중층 캡슐; 상기 이중층 캡슐 외곽을 소수성이 부여된 고분자로 감싸고 있는 형태의 삼중층 캡슐로 이루어진 것을 특징으로 한다.
