توصي اللجنة الدولة الطرف بالقيام، دون تأخير، باعتماد مشروع القانون بشأن حقوق ضحايا التعذيب وضحايا الحرب المدنيين، واستراتيجية العدالة الانتقالية بغية حماية حقوق الضحايا بالكامل، بما في ذلك تقديم التعويض وإعادة التأهيل على أكمل وجه ممكن، بهدف تحقيق الانتعاش البدني والنفسي وإعادة إدماج الضحايا في المجتمع.

The Committee recommends that the State party adopt the draft law on the rights of victims of torture and civil victims of war and the strategy for transitional justice without delay in order to fully protect the rights of victims, including the provision of compensation and as full a rehabilitation as possible, with the aim of obtaining physical and psychological recovery and their social reintegration.

El Comité recomienda que el Estado parte apruebe sin tardanza el proyecto de ley sobre los derechos de las víctimas de tortura y las víctimas civiles de la guerra, así como la Estrategia para la justicia de transición, a fin de proteger plenamente los derechos de las víctimas, entre otras cosas mediante la debida indemnización y la mejor rehabilitación posible, para lograr su recuperación física y psicológica completa y su reinserción social.

Le Comité recommande à l’État partie d’adopter sans délai le projet de loi sur les droits des victimes de torture et des victimes civiles de guerre ainsi que la Stratégie de justice transitionnelle afin de protéger pleinement les droits des victimes, en veillant notamment à leur indemnisation et à leur réadaptation, et en veillant aussi à leur pleine récupération physique et psychologique et à leur réintégration sociale.

Комитет рекомендует государству-участнику безотлагательно принять проект закона о правах жертв пыток и гражданских жертв войны и стратегию обеспечения правосудия в переходный период, с тем чтобы обеспечить всестороннюю защиту прав жертв, включая предоставление компенсации и как можно более полной реабилитации, с целью достижения физического и психологического восстановления и их реинтеграции в общество.
