I suggested to Senator Mercer, in an exchange we had at the committee, that if he were to stop any reasonably well- informed citizen of Nova Scotia on the street one day — and all of them are reasonably well-informed — and asked them what portion of the provincial budget was accounted for by transfers from Ottawa, most people would be pretty close to the mark.
