In the second preambular paragraph, the phrases “one hundred and twenty-five” and “seventy-five” had been changed to “one hundred and twenty-six” and “seventy-six”, respectively, in order to reflect changes in the numbers of countries that had ratified the Convention and the Optional Protocol.
