エンジンの始動時に冷却水の水温の検出を行い、その検出水温が設定水温を下まわっている時に、エンジンの運転状況に応じてウォータポンプ1の回転数を制御する通常制御から独立してウォータポンプ1の作動を停止すると共に、現在の水温を前記設定水温まで上昇させるのに必要な総熱量を計算し、始動時からのエンジンが冷却水に奪われた冷却水損失熱量を積算し、その積算値が前記総熱量に達したらウォータポンプ1を所要時間だけ作動させて冷却水の温度分布を均し、然る後に冷却水の水温の検出を再び行い、その検出水温が設定水温を未だ下まわっていれば同じ制御を繰り返し、前記検出温度が設定水温以上となっていれば通常制御に復帰する。
