A recent report by Barringer and Pierce pointed out that the United States steel industry over the past three decades has gone through the following different periods of protection: “voluntary restraint agreements (VRAs) from # to # a Trigger Price Mechanism (TMP) from # to # a decade of new VRAs from # to # and finally the most recent era of twin sets of massive anti-dumping and countervailing duty (AD/CVD) litigation ( # and # ).” According to the report, after the second set of VRAs expired in March # the United States steel industry filed AD/CVD petitions against virtually all flat-rolled steel products from # countries in June # affecting US$ # billion in annual foreign sourcing by United States consumers
