The rules made by the Chairman or the Speaker of a House under sub-paragraph (1) of this paragraph shall be laid as soon as may be after they are made before the House for a total period of thirty days which may be comprised in one session or in two or more successive sessions and shall take effect upon the expiry of the said period of thirty days unless they are sooner approved with or without modifications or disapproved by the House and where they are so approved, they shall take effect on such approval in the form in which they were laid or in such modified form, as the case may be, and where they are so disapproved, they shall be of no effect.

किसी राज्य का विधान-मंडल, विधि द्वारा, खंड (1)मेंवर्णित कोई कर अधिरोपित कर सकेगा याऐसेकर का अधिरोपण प्राधिकृत कर सकेगा, किन्तु ऐसी किसी विधिका तब तक कोई प्रभाव नहीं होगा जब तक उसे राष्ट्रपति के विचार के लिए आरक्षित रखे जाने के पश्चात् उसकी अनुमति न मिल गईहो औरयदि ऐसी कोई विधि ऐसेकरोंकीदरों और अन्य प्रसंगतियों को किसी प्राधिकारी द्वारा, उस विधि के अधीन बनाए जाने वाले नियमों या आदेशों द्वारा, नियत किए जाने का उपबंध करती है तो वह विधि ऐसे किसी नियम या आदेश के बनाने के लिए राष्ट्रपति कीपूर्व सहमति अभिप्राप्त किए जाने का उपबंध करेगी ।
