وقد لاحظ الخبير المستقل أن السلطات المالية تقوم تدريجياً بإعادة فتح المؤسسات المكلفة بالأمن والنظام العام والعدالة والصحة والتعليم في شمال البلد رغم المشاكل التي تعيق إعادة تأهيل وإعادة إنشاء البنى الأساسية الإدارية وسائر المباني الحكومية التي دُمّرت أثناء الاحتلال.

The independent expert noted that the Malian authorities were gradually reintroducing institutions in the north for security and public order, justice, public health and education, notwithstanding problems encountered in the rehabilitation and reconstruction of administrative infrastructure and other public service buildings destroyed during the occupation.

Независимый эксперт отметил, что малийские власти постепенно восстанавливают на севере страны учреждения безопасности и правопорядка, правосудия, здравоохранения и образования, несмотря на проблемы, возникающие при восстановлении и ремонте административных и других государственных зданий, разоренных в период оккупации.
