وينبغي أن يستند التخطيط لتقديم الرعاية واستمرارها، على وجه الخصوص، إلى طبيعة ونوعية ارتباط الطفل بأسرته، وقدرة الأسرة على ضمان رفاه الطفل ونموه المتناسق، وحاجة الطفل أو رغبته في الشعور بأنه جزء من أسرة، ورغبة الطفل في البقاء داخل مجتمعه وبلده، وخلفيته الثقافية واللغوية والدينية، وعلاقته بأشقائه، وذلك بغية تلافي إبعاد الطفل عن أسرته
