ويسلِّط هذا القرار الضوء على أهمية زيادة فعالية المساعدة الإنسانية ويحدد المبادئ الأساسية الواردة في المبادئ التوجيهية التي قدمتها المجموعة الاستشارية الدولية للبحث والإنقاذ، من قبيل تبسيط الجمارك والإجراءات الإدارية في البلدان المتأثرة وتعزيز التعاون على المستويات الدولية والإقليمية ودون الإقليمية.

This draft resolution highlights the importance of increasing the effectiveness of humanitarian assistance and sets forth the basic principles included in the guidelines provided by the International Search and Rescue Advisory Group, such as the simplification of customs and administrative procedures in the affected countries and the strengthening of cooperation at the international, regional and subregional levels.

En esta resolución se subraya la importancia de incrementar la eficacia de la acción humanitaria y se recogen principios básicos incluidos en las guías del Grupo Asesor Internacional de Operaciones de Búsqueda y Rescate, tales como la simplificación de procedimientos aduaneros y administrativos en el país afectado y el fortalecimiento de la cooperación internacional, regional y subregional.

В этом проекте резолюции отмечается важное значение повышения эффективности гуманитарной помощи и определяются ее основополагающие принципы, включая такие предложенные Международной консультативной группой по вопросам поиска и спасения людей руководящие принципы, как упрощение таможенных и административных процедур в пострадавших странах и укрепление сотрудничества на международном, региональном и субрегиональном уровнях.
