V druhé polovině 90. let se mezinárodní ujgurské organizace přihlásily k nepřímé odpovědnosti za bezpočet domácích ,,projevů odboje`` proti čínské vládě, mj. za bombové útoky na policejní stanice v Kasgáru a Chótanu, za útoky na autobusy v Urum-čchi a Pekingu a za rozsáhlá povstání v Jin-jingu (Chuldže), Aktusi a Kasgáru.
