Авторът предлага при тълкуването на член 8, параграф 1, буква б) от Регламент No 1348/2000 да не се изхожда от индивидуалните езикови умения, за да бъде критерият по-практичен и предвидим, а вместо това да се въведат твърдо установени общи критерии.

The author suggests that the interpretation of Article 8(1)(b) of Regulation No 1348/2000 should not be based on individual linguistic knowledge, in order to make the criterion manageable and predictable. Instead, fixed general criteria should be developed.
