Without entering into the merit of the decision of the Constitutional Court, the Special Representative regrets that, in a country in such urgent need of signals against impunity as Guatemala, the Constitutional Court did not seize the opportunity of sending such a signal by interpreting the Constitution as an instrument that can provide justice instead of denying it
