وفي معرض الإشارة إلى الاقتراح الداعي إلى إيراد فقرة من إعلان العلاقات الودية في الفقرة الخامسة عشرة من الديباجة، اقترح مركز الموارد القانونية للهنود الاستعاضة عن عبارة "بدون أي تفرقة من أي نوع" بعبارة "بدون تفرقة بسبب العرق أو المعتقد أو اللون" وذلك تمشياً مع إعلان وبرنامج عمل فيينا.

The Indian Law Resource Center, referring to the proposal to cite a paragraph of the Friendly Relations Declaration in the fifteenth preambular paragraph, proposed substituting the phrase “without distinction as to race, creed or colour” for the phrase “without distinction of any kind” in line with the Vienna Declaration and Programme of Action.

El representante del Centro de Recursos Jurídicos por los Indios, refiriéndose a la propuesta de citar un párrafo de la Declaración sobre las relaciones de amistad en el decimoquinto párrafo del preámbulo, propuso que se sustituyese la frase "sin distinto por motivos de raza, credo o color" por la frase "sin distinción alguna", al tenor de la Declaración y el Programa de Acción de Viena.

L’Indian Law Resource Center, se référant à la proposition de citer un paragraphe de la Déclaration sur les relations amicales dans le quinzième alinéa du préambule, a proposé de remplacer le membre de phrase «sans distinction aucune de race, de croyance ou de couleur» par «sans distinction aucune», ce qui alignerait le texte sur celui de la Déclaration et du Programme d’action de Vienne.

Центр правовых ресурсов индейцев в связи с предложением включить в пятнадцатый пункт преамбулы текст из Декларации о дружественных отношениях предложил заменить фразу "без различий по признакам расы, вероисповедания или цвета кожи" фразой "без каких-либо различий" в соответствии с Венской декларацией и Программой действий.
