إننا إذ نحدد أهلية البلدان النامية للحصول على تمويل بشروط ميسرة، فلا بد لنا من تقييم ما تعنيه الزيادة في تكلفة الاقتراض التي تتكبدها تلك البلدان في أسواق رأس المال الخاص من حيث فرص العمل المحسومة مسبقا والناتج المحلي الإجمالي وزيادة الديون والضغوط التي يتعرض لها ميزان مدفوعات ذلك البلد.

In determining the eligibility of a developing country for concessionary financing, we must assess what the increased cost of borrowing by that country in the private capital markets means in terms of foregone jobs and GDP and increased debt and strain on the balance of payments of that country.
