وعلى الرغم من أن تركيز الدليل ينصب على الأحكام التشريعية، فقد رئي أن من المهم تقديم اجراءات اعادة التنظيم غير الرسمية وتطبيقاتها كمدخل لاجراءات اعادة التنظيم المسرَّعة من ناحية، وبسبب الاعتراف المتزايد بفائدة مثل هذه الاجراءات التي تتم خارج المحكمة من ناحية أخرى، وكذلك لتوفير بعض القواعد والمبادئ التوجيهية الموضوعة دوليا لتيسير ادارتها

Although the focus of the Guide was on legislative provisions, it had been deemed important to introduce informal reorganization processes and their applications, partly as a lead-in to expedited reorganization proceedings; partly because of the growing recognition of the usefulness of such out-of-court processes; and also in order to provide some rules and guidelines developed internationally to facilitate their conduct

Aunque la Guía trata principalmente de disposiciones legislativas, se ha estimado importante introducir procedimientos oficiosos de reorganización y sus aplicaciones, en parte como introducción a procedimientos rápidos de reorganización; en parte también por el creciente reconocimiento de la utilidad de esos procedimientos extrajudiciales; y finalmente, en parte también para exponer algunas normas y estándares elaborados en el plano internacional para facilitar la aplicación de esos procesos
