وعملاً باتفاقات السلام، أنشئت وحدة لا مركزية، وهي وحدة الدعم الثقافي اللامركزية طبقاً للمرسوم 95-96 لأغراض تدعيم سياسة الدولة الثقافية، والتي توجهها وتنفذها وزارة الثقافة والرياضة، والتي تشكل السبل المرنة جداً والمباشرة لدعم حق الجميع في المشاركة في الأحداث الثقافية، وذلك عن طريق ما يلي:

In pursuance of the Peace Agreements, a decentralized unit, the Cultural Decentralization Support Unit (ADESCA), was set up by means of Decree No. 95-96 for the purpose of bolstering the State’s cultural policy, which is directed and implemented by the Ministry of Culture and Sport and constitutes the most flexible and direct means of underpinning the right of everyone to take part in cultural events, through:

Derivado de los Acuerdos de Paz, mediante Decreto No 95-96, se creó la entidad descentralizada denominada "Aporte para la Descentralización Cultural" (ADESCA), con el objeto de completar la política cultural del Estado, la cual es dirigida e implementada por el Ministerio de Cultura y Deportes, y constituye el mecanismo más ágil y directo de apoyo al derecho de toda persona a expresar sus manifestaciones culturales, a través de:
