The Agrupació Naturalist i Ecologist of the Garroxta (ANEGx) was consulted in this previous step. At the time, the referred organisation already indicated that in its opinion an environment impact assessment of the project should be carried out, as it affected a site included in the Natura 2000 network, and the foreseen increase on the use of the track might mean critical impacts on some species (like the population of chiroptera and the pair of gilded eagle (Aquila crysaetos)).

En esta fase previa se consultó a la Agrupació Naturalist i Ecologist de la Garroxta (ANEGx), organización que ya entonces manifestó su opinión de que debía realizarse una evaluación del impacto ambiental del proyecto, puesto que éste afectaba a un lugar incluido en la red Natura 2000 y que el aumento previsto de la utilización de la pista podía suponer un impacto crítico sobre algunas especies (como la población de quirópteros y la pareja de águilas doradas (Aquila crysaetos)).
