وسوف تمكن هذه الخطة من تخصيص جزء من ميزانيات الدفاع لمكافحة الفقر عن طريق النهوض بالتعليم والصحة والبرامج الاجتماعية التي تفيد الشعب، مع مراعاة الاحتياجات الأمنية لكل بلد، وكذلك مستويات الإنفاق الحالية.

This plan will make it possible to allocate a part of the defence budgets to fighting poverty through the promotion of education, health and social programmes for the benefit of the people while taking into account each country’s security needs as well as current levels of expenditure.

Ce plan permettra de consacrer une partie des ressources militaires ainsi libérées à la lutte contre la pauvreté, grâce à des programmes d’éducation et de santé et d’autres programmes sociaux en faveur des citoyens, compte tenu des besoins de chaque pays en matière de sécurité et du niveau actuel des dépenses militaires.
