كما تود حكومة العراق أن تسلط الضوء على ما يسمى “حق التدخل لأغراض إنسانية” وهو مفهوم يتنافى وأحكام القانون الدولي المعمول بها والمبادئ المنصوص عليها في ميثاق الأمم المتحدة، سيما وأنه يمس مفاهيم اكتسبت مشروعية وثباتا في القانون الدولي وفي المقدمة منها مفاهيم السيادة ووحدة الأراضي والسلامة الإقليمية للدول وعدم التدخل في الشؤون الداخلية

The Government of Iraq wishes to highlight the concept of the so-called “right of intervention on humanitarian grounds”, which is incompatible not only with the provisions of international law currently in force but also with the principles enshrined in the Charter of the United Nations, particularly since it affects concepts such as the sovereignty and territorial unity and integrity of States and non-interference in their internal affairs, the legitimacy of which is well established in international law

El Gobierno del Iraq desea destacar el concepto del llamado “derecho a la intervención humanitaria”, que es incompatible no sólo con las disposiciones del derecho internacional actualmente en vigor sino también con los principios consagrados en la Carta de las Naciones Unidas, particularmente porque afecta a conceptos como la soberanía y unidad e integridad territorial de los Estados y la no injerencia en los asuntos internos, cuya legitimidad está bien establecida en el derecho internacional

Le Gouvernement de l'Iraq souhaite s'attarder sur la notion du soi-disant « droit d'intervention humanitaire », qui est incompatible non seulement avec les dispositions du droit international actuellement en vigueur mais avec les principes consacrés dans la Charte des Nations Unies- du fait notamment qu'ils touchent à des notions telles que la souveraineté et l'unité et l'intégrité territoriales des États ainsi que la non-ingérence dans leurs affaires intérieures- dont la légitimité est bien établie en droit international

Правительство Ирака желает обратить особое внимание на концепцию так называемого «права на интервенцию из гуманитарных соображений», которая не согласуется не только с положениями ныне действующего международного права, но и с принципами, закрепленными в Уставе Организации Объединенных Наций, особенно в связи с тем, что она наносит ущерб таким концепциям, как суверенитет и территориальное единство и целостность государств и невмешательство в их внутренние дела, законность которых прочно подкрепляется международным правом
