Le Pacte énonce des objectifs à long terme, à savoir: créer des justices de paix, transformer la structure de l'administration de la justice par la police ("Corregimientos" et tribunaux de nuit) en la "judiciarisant", c'est-à-dire en confiant ces attributions au pouvoir judiciaire, ce qui devrait permettre de spécialiser les fonctionnaires qui y travaillent, leur offrir une stabilité et permettre un service de meilleure qualité, offrant ainsi un meilleur accès à l'administration de la justice en commençant par l'instance la plus petite (le "Corregimiento"
