وهناك أيضاً أوجه قصور فيما يتعلق بنسبة الطلاب إلى المدرسين ونسبة المدرسين إلى الصفوف، وهي أوجه قصور أكثر جلاءً في المناطق الحضرية، ولا سيما منطقة الجزر، التي يتركز فيها العدد الأكبر من الطلاب.
