ورأت هيئة الاستئناف أن ”لجنة القانون الدولي، بإحالتها إلى عبارة ’التفسير ذي الحجية‘، ترى أن المادة 31 (3) (أ) تشير إلى الاتفاقات التي تؤثر تحديدا في تفسير المعاهدات“.
