अधिक साझेदारी के माध्यम से हम समुद्री पारिस्थितिकी एवं संसाधनों के बारे में अपनी समझ में वृद्धि करना चाहते हैं तथा हिंद महासागर द्वारा प्रस्तुत नई संभावनाओं का उपयोग करने के लिए संपोषणीय एवं संतुलित ढंग से तथा हिंद महासागर क्षेत्र में स्थित देशों के सहयोगात्मक प्रयास के माध्यम से अपनी क्षमताओं में सुधार करना चाहते हैं।
