ج) حماية موظفي الأمم المتحدة والعاملين في ميدان الإغاثة الإنسانية، وممثلي المنظمات غير الحكومية ووسائط الإعلام الدولية، وضمان حرية الحركة والتنقل لجميع المشاركين في العمل الإنساني وضمان وصولهم بأمان ودون عوائق إلى المدنيين الذين يحتاجون إلى الحماية والمساعدة الإنسانية؛
