Was the funding of the leadership spine provided for in the 2000-01 budget ? If it was not , why were we misled to believe that it was , and why is the special grant funding being claimed to be genuinely additional when it appears not to be ? Is the Minister still trying to avoid admitting that a mistake was made in not meeting the leadership spine costs in the first place , and that all the special grants do is seek to make amends ?
