In 1266, Henry III of England granted the Lübeck and Hamburg Hansa a charter for operations in England, and the Cologne Hansa joined them in 1282 to form the most powerful Hanseatic colony in London. Much of the drive for this co-operation came from the fragmented nature of existing territorial governments, which failed to provide security for trade.

Hendrik III van Engeland gaf de Hanze van Lübeck en Hamburg toestemming om in Engeland handel te drijven. Nadat Keulen zich in 1282 ook hierbij had gevoegd, ontstond de machtige Hanzekolonie in Londen. De grootste impuls voor deze samenwerking kwam door het zwakke centrale gezag van de Duitse vorsten, die faalden in het beschermen van de handel.
