On May 11, 1981 Arne Peltz, a barrister with Legal Aid Manitoba, wrote the Board of Trustees, Winnipeg, stating he was now acting as counsel for Paidel and, after referring to the circumstances of disentitlement and penalty, the deductions from each of Paidel's bi-weekly insurance cheques, and repeating in parts the correspondence between Williams and Livingstone, continued:
