At that time, the Insular Areas of the United States included the Commonwealth of Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands; the United States also administered Palau, at the time the sole remaining entity of the Trust Territory of the Pacific Islands.
